If you start recruiting the most in fashion skills of the moment (AI, Data…) – skills that you do need, so you don’t fall behind. But you don’t give people the work to harness their skills and develop them. Then you face a problem.
Those people who have wonderful skills will soon leave as they are damaging the value of those skills by not using them, or even worse not developing them and adapting to the next power skills.
Hiring is rarely the main problem, it’s more a question of quality work.
